約聘心輔員和經由司法特考考上心輔員，兩者是不同的
約聘心輔員只是暫時性的工作也不能算是真正的公務員，只要一有經由司法特考考上的心輔員來報到，基本上就等於工作沒了
而經由司法特考考上的心輔員，只要受訓及格就會分發單位，這個是真正的公務員，所以不用去找單位應徵

約聘人員就是有些公務人員長期請假底是離職，而公職考還有很久，在短期內無法有其他公務人員來代理，也有可能是單位工作量過大很缺人手，所以只好暫時先找學有專精的人來幫忙，說穿了就是臨時工
