特偵組偵辦政府基金代操弊案，查出日盛投信專戶部前投資長陳平、前寶來投信協理瞿乃正，涉嫌利用代操勞保、勞退基金機會，以人頭低買高賣基金投資的股票，2人共賺取約7000萬元暴利，卻導致兩基金與眾多投資人損失達38億元，特偵組依《證券交易法》跟背信罪起訴2人。

特偵組代理發言人張進豐指出，全案於去年12月間經有民眾檢舉後展開調查，曾發動2次搜索，今天偵結，檢察官認定陳平、瞿乃正獲私利逾新台幣7000萬元。

根據中央社報導，特偵組發現瞿男及陳男涉嫌於民國99年至101年間，在政府基金（勞保及勞退）買進前，自行以他人名義或與他人共謀，先行買進與基金計畫買進相同的股票。

檢方指出，基金經理人先行布局，待基金進場並拉高股價時，他們即行出脫，藉此短線來回交易獲利。
