台中市民政局今天舉行第二場的「特優里長、績優民政人員及績優資深鄰長」表揚大會，有404人接受市長胡志強頒獎表揚；包括特優里長16人、績優民政人員15人、績優鄰長287人和資深鄰長86人。

南區西川里長葉家宏榮獲本年的特優里長，他帶領的環保志工獲中市99、100及101年績優環保志工隊，社區發展協會也獲內政部社區發展工作評鑑甲等獎，成立春安守望相助隊、快樂農夫志工隊及社區關懷據點等，讓西川里的里內治安、環境及居住品質均大幅提升。
